Zusammenfassung
Soziale Innovation wird meist als lokales Phänomen verstanden. Die Betonung des Lokalen als Ort sozialer Innovation und der Bottom-up-Dynamik als Modus sozialer Innovation birgt jedoch vielfältige Risiken sowohl für die Sozialforschung als auch für die Praxis. Unsere Forschungsfrage ist daher, ob die Annahme, dass soziale Bedürfnisse auf lokaler Ebene besser geregelt werden, überbewertet ist. Ebenso stellen wir zur Debatte, ob das Potenzial lokaler Handlungsfähigkeit bei der Bewältigung struktureller globaler Prozesse der sozialen Ausgrenzung zu hoch eingeschätzt wird.
Diese Veröffentlichung basiert auf Forschungsarbeiten, die im Rahmen der Projekte „ImPRovE“ (http://improve-research.eu/) und COHSMO (https://www.cohsmo.aau.dk/) veröffentlicht wurden siehe Oosterlynck et al. (2020) und Neergaard und Nielsen (2021).

Scales bezeichnet insbesondere in der Humangeographie die räumlich eingebettete Dimension sozialer Prozesse auf verschiedenen soziopolitischen Maßstabsebenen wie etwa städtische, regionale, nationalstaatliche, suprastaatliche und globale Verflechtungen. Dabei wird die räumliche Dimensionalität in den Blick gebracht, bei der soziale Prozesse räumlich verknüpft werden (Wissen, 2008). Zum Teil stimmen diese räumlichen Verknüpfungen mit politischen Entscheidungsebenen überein, sie sind jedoch dynamische Konstruktionen sozialer Vorgänge und keine festen Fixierungen (Kazepov, 2010).

Es muss hier darauf hingewiesen werden, dass diese Zuweisungen seit den 1990er-Jahren immer problematischer geworden sind, insbesondere in einer multiethnischen Gemeinschaft. Nichtstaatsbürger*innen erfahren soziale sowie rechtliche Ausgrenzungen und Einschränkungen über diese nationalstaatlich organisierte Zuweisung von Rechten und Pflichten besonders stark.

„ImPRovE“ (2012–2016) – Poverty Reduction in Europe: Social Policy and Innovation“ ist ein internationales Forschungsprojekt mit dem Ziel, die Grundlage für eine evidenzbasierte Politikgestaltung im Bereich Armut, Ungleichheit, Sozialpolitik und soziale Innovation in Europa zu verbessern. „COHSMO“ (2017–2021) ist ein transeuropäisches Forschungsprojekt zu „Inequality, urbanization and territorial COHesion: Developing the European Social MOdel of economic growth and democratic capacity“. Der Treppenhausansatz basiert auf der Idee, dass wohnungslose Menschen erst dann Zugang zu einer Wohnung haben sollten, wenn sie bewiesen haben, dass sie dazu bereit sind. Wohnungslose werden dabei zunächst in Notunterkünften und anderen vorübergehenden Unterkünften betreut und untergebracht, bevor sie Zugang zu stabilen Wohnverhältnissen erhalten.
