Zusammenfassung
Entwicklungstheoretische und -politische Überlegungen der Neoliberalen datieren in die 1950er-Jahre. Angriffsziel der Neoliberalen waren die weithin geteilten Paradigmen der Nachkriegsära, wonach eine staatlich geförderte und geplante Industrialisierung zusammen mit externer Hilfe eine nachholende Entwicklung ermöglichen sollten. Neoliberale EntwicklungsökonomInnen bereiteten seit den 1960er-Jahren mit vielzähligen Studien die entwicklungsstrategische Wende vor, die spätestens mit der Schuldenkrise ab den 1980er-Jahren im globalen Süden wirksam wurde. Diese zielte auf den Abbau des binnenorientierten Modells und seiner entwicklungsstaatlichen Regulierungen. An seiner Stelle propagierten die Neoliberalen eine Export- und Importorientierung, Privatisierungen und eine Liberalisierung des Kapitalverkehrs und der Arbeitsmärkte. Internationale Wettbewerbsfähigkeit, Rent Seeking und Humankapital sind seither fixe Bestandteile des entwicklungspolitischen Vokabulars. In der Armutspolitik finden sich mit konditionierten Cash Transfers, Mikrokrediten und privaten Eigentumstiteln Denkkonzepte aus der Frühzeit der Neoliberalen.
