Zusammenfassung
Die Notstandsverfassung ist Sammelbegriff all jener Vorschriften, die das Grundgesetz (GG) an verschiedenen Stellen für den außenpolitischen Extremfall (etwa eine militärische Auseinandersetzung) bereithält. Fälle des inneren Notstands, wie der Katastrophennotstand (Art. 35 Abs. 2 und 3 GG) oder der innenpolitische Notstand (Art. 91 GG), bleiben in diesem Eintrag außer Betracht. Zielsetzung der Notstandsverfassung ist es, die freiheitlich-demokratische Grundordnung im Ausnahmefall zu schützen und durch Verfahrensvereinfachungen sowie Kompetenzkonzentration auf die Exekutive den Staat handlungsfähig zu halten.
