Zusammenfassung
In Spanien wurden bereits in den 1980er Jahren vor dem Hintergrund einer starken Anti-AKW Bewegung, einer stetig wachsenden Energienachfrage und einer sehr hohen Importabhängigkeit die Voraussetzungen für die Transition des Stromsystems geschaffen. Ausdruck dessen sind das Energieerhaltungsgesetz von 1980 und die Gründung des IDAE (Instituto de Diversificación y Ahorro de Energía) im Jahr 1984 als Abteilung im Wirtschaftsministerium zur Diversifizierung und Einsparung von Energie.
