Zusammenfassung
Der Beitrag unterzieht den Begriff der sozialen Innovation einer kritischen Prüfung. Insbesondere werden dabei zwei Konnotationen bzw. Verengungen des Begriffs diskutiert und in den Zusammenhang des steigenden politischen Interesses an sozialen Innovationen als Instrumenten gesellschaftlichen Wandels gesetzt. Die erste Verengung betrifft die Reduktion von sozialen Innovationen auf „rein“ soziale Phänomene, die zweite ein Verständnis sozialer Innovationen als sozialfürsorgliche bottom-up Initivativen. Beide Verengungen, so die These, werden den komplexen Herausforderungen aktueller gesellschaftlicher Transformation kaum gerecht. Hinzu kommt eine zunehmend instrumentalistische Lesart sozialer Innovationen als gesellschaftlich opportunen Sozialtechnologien in politischen Handlungsfeldern. Diese dritte Verkürzung führt nicht zuletzt zu einem Verständnis sozialen Wandels, das nach den top-down Kontrollverlusten der letzten Jahre neue bottom-up orientierte Steuerungsversprechen ermöglicht. Ein erweiterter Begriff sozialer Innovationen steht diesen Steuerungsversprechen jedoch skeptisch gegenüber.
