Zusammenfassung
„Jeder hat das Recht …“; das Grundgesetz spricht von Menschen, Männern und Frauen, Deutschen; Altersangaben macht das Grundgesetz nur im Falle der Wehrpflicht (Art. 12a) und des Wahlrechts (Art. 38). Es ist deshalb völlig unstreitig, dass die Grundrechte des Grundgesetzes allen zukommen, auch den jungen Menschen. Das gilt auch für die Grundrechte, die für die politische Beteiligung wichtig sind.
