Zusammenfassung
Das Kyoto-Protokoll, hybrider Nachkomme eines Atomwaffenkontrollabkommens und des US Sulphur Trading Regime (US-amerikanisches Kontrollsystem für den Handel mit Schwefelemissionen), mit Zusatzklauseln aus dem Montreal Protocol on CFCs (Montreal-Protokoll über Stoffe, die zum Abbau der Ozonschicht führen), war an die Natur des „tückischen“ Problems, das es lösen sollte, immer schon schlecht angepasst. Sein Scheitern war eine Folge dieses grundsätzlichen strukturellen Missverhältnisses, hatte aber darüber hinaus noch drei weitere, in der diplomatischen Praxis liegende Gründe.
