Zusammenfassung
Digitale Souveränität lässt sich aus staats- und demokratietheoretischer Sicht als die Befähigung der Bevölkerung zur effektiven Ausübung staatlicher Gewalt über Sachverhalte im digitalen Raum mittels demokratischer Mehrheitsentscheidungen definieren. Eine solche Definition wirft eine Reihe grundsätzlicher Fragen theoretischer und praktischer Natur auf.
