Zusammenfassung
Wissenschaft ist eine praktische und situierte Aktivität. Sie umfasst ein Repertoire von Kulturtechniken, die sich mehr oder weniger ausgedehnter sachtechnischer Infrastrukturen bedienen. Dieses Verständnis von Wissenschaft resultiert unter anderem aus der Abgrenzung von einer wissenschaftssoziologischen Tradition, in der Wissenschaft als eine Institution mit dafür charakteristischen Normen und Rollen bestimmt wird. Mit dieser Verschiebung, die maßgeblich auf das Forschungsprogramm der Science & Technology Studies zurückgeht, bieten sich neue Perspektiven auf das Feld der Wissenschaftspolitik.

Der Physikhistoriker Peter Galison hat die Gründe für diese Umkehrung so zugespitzt: „My question is not how different scientific communities pass like ships in the night […] It is rather how, given the extraordinary diversity of the participants in physics – cryogenic engineers, radio chemists, algebraic topologists, prototype tinkerers, computer wizards, quantum field theorists – they speak to each other at all“ (Galison 1997, S. 63). In Heft 1 Jahrgang 1996 der Zeitschrift Social Studies of Science erschienen mehrere Artikel zum Verhältnis zwischen Wissenschafts- und Technikforschung und Protestbewegungen. Die Juristin und Wissenschaftsforscherin Sheila Jasanoff (1996) macht z. B. auf unterschiedliche Spielarten der Instrumentalisierung der Wissenschafts- und Technikforschung durch die Politik aufmerksam und empfiehlt Zurückhaltung. In Heft 3 des Jahrgangs 2003 derselben Zeitschrift steht das Verhältnis zur Politik erneut zur Diskussion, ausgelöst durch einen Artikel zur dritten Welle der Wissenschaftsforschung (Collins und Evans 2002).
