Zusammenfassung
In der Geschichte der Regimetransformation sind die Konzepte der Demokratie und des Staates erst seit der politischen Moderne eng aneinander gebunden. Weder in der Antike noch in den Stadtstaaten des Mittelalters wurde der Staat im Sinne der „Drei-Elemente-Lehre“ Staatsgebiet, Staatsvolk, Staatsgewalt (Georg Jellinek) konzipiert. Bei einigen frühen Theoretikern finden sich Elemente der modernen Staatlichkeit, etwa die Souveränität bei Thomas Hobbes, der Konstitutionalismus bei John Locke oder die Gewaltenteilung bei Montesquieu. Andere Konzepte firmieren ihre Kernprinzipien um Kategorien jenseits des Staates; zu denken ist an Volkssouveränität und Gemeinwohl bei Jean-Jacques Rousseau oder die „Demokratie als proletarisches Prinzip“ bei Friedrich Engels.
