Zusammenfassung
Seit Beginn der 70er Jahre hat sich die Umweltpolitik in der Bundesrepublik zu einem eigenen Politikbereich entwickelt (vgl. Umweltschutz 1972). Aufgrund der ökologischen Problemlage und des politischen Drucks (Bürgerinitiativen, Umweltverbände, Einzug der „Grünen“ in die Parlamente) hat dieser Politikbereich immer größere Bedeutung gewonnen. Auf administrativer Ebene hat man sich dieser Entwicklung angepaßt und Umweltministerien, -abteilungen und -ämter von der Bundes- bis zur Kommunalebene eingerichtet (vgl. Wilhelm 1994).
