Zusammenfassung
Zuweilen erscheint es – betrachtet man die Erwartungen an Wirkungsevaluation und Wirkungsforschung – dass auch für die Soziale Arbeit nach der „Weltformel“ der Dürrenmatt’schen Physiker gesucht werden soll. Weil Soziale Arbeit Interventionen und durchaus Eingriffe in die Lebensführung der Menschen vornimmt und sich dafür – so ein häufig vorgetragenes Argument – nicht nur mit Blick auf öffentlich bereit gestellte Ressourcen, sondern auch gegenüber den Bürgern in Bezug auf ihr Leistungsversprechen legitimieren müsse, wird zunehmend gefordert, dass Wissen über Wirkungen und Ergebnisse, auch über so genannte Nebenwirkungen, durch Forschung verfügbar gemacht wird. Politik müsse wissen, was sie als „value for money“ erwarten könne, Bürger müssen wissen, welche Risiken und Nebenwirkungen sie erwarten, Fallmanager müssen wissen, welches Programm in welchem Fall die höchste Effektivität und Effizienz hat.
