Zusammenfassung

Terrorismus wird als eine der größten sicherheitspolitischen Herausforderungen des 21. Jahrhunderts bezeichnet. Und doch besteht weder Einigkeit darüber, was Terrorismus eigentlich ist, noch wie er erklärt werden kann oder wie er bekämpft werden soll. Terrorismus und Antiterrorismus gehören damit zu den am heftigsten umstrittenen politischen Phänomenen unserer Zeit.
