Strategien sind konsistente Handlungsprogramme, die auf die Erreichung ganz bestimmter Wettbewerbsvorteile und eine entsprechende Positionierung und Profilierung eines Kulturbetriebs abzielen. Marketingstrategien stellen das Scharnier dar zwischen den Marketingzielen („Was will ein Kulturbetrieb erreichen?“) und den Marketinginstrumenten („Welche Maßnahmen müssen dazu ergriffen werden?“), in dem sie die grundsätzliche Vorgehensweise bzw. den strukturierenden Rahmen vorgeben.
