„Qualität hat ihren Preis“, dies ist eine Binsenweisheit – sie hat im Bildungsbereich aber auch positive Folgeeffekte, die den höheren Kosten einer besseren Qualität gegenzurechnen wären. Dabei sind aber verschiedene Fragen zu beantworten. Die erste lautet, wie man bessere oder schlechtere Qualität misst. Die zweite wäre, welche Kosten mit Qualitätsverbesserung verbunden sind und welche Einspareffekte1 sich damit an anderer Stelle ergeben.
