Föderalismus ist ein multidimensionales, vielfältiges Phänomen, das nicht einfach „auf den Begriff zu bringen ist“ (Benz 2002: 13). Erschwert wird das Problem, föderative Systeme analytisch auf einem angemessenen Abstraktionsniveau zu erfassen und der vergleichenden Betrachtung zugänglich zu machen vor allem durch deren entwicklungsgeschichtlich bedingte Diversität und die daraus resultierende Bandbreite an Erscheinungsformen. Forschungspraktisch kommt dies beispielsweise in der Schaffung immer neuer Etiketten, vom „dualen“, über den „kooperativen“ und „exekutiven“ bis hin zum „Marmorkuchen“-Föderalismus, zum Ausdruck.22
