Auszug
Internationale Politikkoordination, verstanden als wechselseitige Abstimmung der Interessen, Ziele und Handlungen kollektiver Akteure im internationalen System, ist ein zentraler Gegenstand der neueren politikwissenschaftlichen Governanceforschung. Im Kern der Debatte, die vor allem in den Internationalen Beziehungen geführt wird, geht es um die Möglichkeiten, Restriktionen und Auswirkungen der Koordination dezentraler Akteure in Abwesenheit einer übergeordneten Weltregierung (Jachtenfuchs 2003; Zürn 1998; Rosenau 1995; Rosenau/Czempiel 1992). Anders als die Analyse nationalstaatlicher Politik, die sich lange Zeit an der klassischen „Gesetzgeberperspektive“ orientierte und dem politisch-administrativen System eine herausragende Rolle bei der Koordination und Steuerung gesellschaftlicher Akteure und Prozesse zuschreiben konnte (Mayntz/Scharpf 1995), waren die Internationalen Beziehungen von Beginn an gezwungen, nach funktionalen Äquivalenten zur zentralstaatlichen Steuerung zu suchen. Das Fehlen eines „natürlichen“ Steuerungssubjekts in einer als anarchistisch konzipierten Staatenwelt erforderte eine ungleich größere Offenheit hinsichtlich der potentiellen Steuerungssubjekte und Koordinationsmechanismen als dies bei der Analyse nationalstaatlicher Entscheidungs- und Koordinationsprozesse der Fall war. Umso mehr verwundert es, dass bei den unterschiedlichen Ansätzen der Internationalen Beziehungen — sofern sie die Möglichkeit der internationalen Politikkoordination nicht a priori ausschließen — in ihrer überwiegenden Mehrheit Formen der zentralisierten „top-down“- Koordination im Mittelpunkt stehen: von der neorealistischen Theorie hegemonialer Stabilität (Kindleberger 1973; Gilpin 1981; Drezner im Erscheinen) über neofunktionalistische und neoliberale Theorien internationaler Institutionen und Regime (Haas 1958, 1964; Krasner 1983; Keohane 1984; Haggard/Simmons 1987; Hasenclever u. a. 1997b) bis hin zu Ansätzen der Verrechtlichung internationaler Politik (Abbott u. a. 2000; List/Zangl 2003; Raustiala/Slaughter 2002), der Einhaltung völkerrechtlicher Übereinkommen (Chayes u. a. 2000) und der Europäisierung nationalstaatlicher Politiken (Featherstone/Radaelli 2003; Cowles u. a. 2001).
