„Der öffentliche Sektor ist seit den letzten zwei Jahrzehnten einem tiefgreifenden Veränderungsprozess ausgesetzt, der sowohl den organisatorischen Umbau der Verwaltung als auch die Neujustierung des Verhältnisses von staatlicher und privater Leistungserstellung umfasst. In der Verwaltungswissenschaft hat sich hierfür der Begriff ‘Ökonomisierung’ etabliert.“ (Richter 2005: 209) Mit diesen Worten beschreibt Richter für die Sphäre des Staates und fast schon ein wenig lapidar einen Prozess mit enormer Reichweite und gravierenden Folgewirkungen; es handelt sich dabei um nichts weniger als die „zunehmende Ausrichtung von Handeln an ökonomischen Kategorien, Normen, Werten und Prinzipien“ (Richter 2005: 209; vgl. ferner Harms/ Reichard 2003).
