An der Schwelle zu den 1990er Jahren schien die russische Gesellschaft erwacht zu sein. Die Perestrojka Gorbatschows hatte eine Dynamik der Selbstorganisation in Gang gesetzt, die zu einer explosiven Belebung des öffentlichen Raums mit Diskussionszirkeln, Bürgerinitiativen und politischen Klubs führte. Diese “informellen Gruppen„ (neformaly) waren ein spontan entstehender Gegenentwurf zu den “formalen„, d. h. auf zeremonielle Akklamation der zentralen politischen Entscheidungen beschränkten “Transmissionsriemenorganisationen„ der Sowjetgesellschaft, denen niemals Chancen einer autonomen Interessenaggregation und-repräsentation zugestanden worden waren. Zu dieser äußerst heterogenen, sich schnell politisierenden “Bewegungsgesellschaft„ gehörten 1988 ca. 30.000, ein Jahr später bereits 60.000 (Proto-)Organisationen.1
