Zusammenfassung
Zahlreiche Faktoren innerhalb der politisch-institutionellen und sozio-kulturellen Rahmenbedingungen können als — wenigstens tendenziell — für den Verlauf des FTA-Willensbildungs- und Entscheidungsprozesses verantwortlich gemacht werden. Dabei steht das Westminster Modell parlamentarischer Regierung mit seinen Verfahrensregeln und Institutionen im Mittelpunkt der Betrachtung. Entsprechend der Herausstellung der zentralen Kategorien dieses Regierungssystems in Kapitel 11 werden diese herausgestellt und im folgenden auf deren Relevanz im Willensbildungs- und Entscheidungsprozeß untersucht.

Wesentlicher Vorschlag ist der sogenannte ‘Triple E-Senate’, wobei die drei ‘E’ für Equal, Elected und Effective stehen. Bei der Bewertung der Wahlen in dieser Arbeit hinsichtlich ihres Zusammenhangs mit der ETA-Entscheidung handelt es sich um ein methodisch gemischtes Verfahren: Einerseits wird Bezug auf Ergebnisse einer bereits aufgrund von Auswertung und Interpretation empirischen Datenmaterials erstellten Studie zurückgegriffen, andererseits werden selbst Schlüsse aus erhobenen Daten (Meinungsumfragen) gezogen. Entsprechend müssen die Ergebnisse der folgenden Analyse bewertet werden: Es sind Indikatoren für eine durch das Wirksamwerden bestimmter Faktoren anzunehmenden Beeinflussung des Wahlergebnisses im Bezug zur Entscheidung des FTA-Issues.

Diese Einflüsse sind jedoch relativ schwer greifbar und vor allem, trotz komplizierter Analyseverfahren, schwer nachweisbar. Darüberhinaus würde eine weitere Verfolgung dieser Frage zu tief in die Wahlanalyse führen und zu weit fort von der Fragestellung düeser Arbeit
Im folgenden werden diese Zusammenhänge noch deutlich werden.
Während der Kampagne veränderte sich die Zustimmung zum Thema, und damit einhergehend die Parteipräferenz, dramatisch. Der Ausgang der Wahlen blieb bis zum Ende der Kampagne im Zweifel.
