Zusammenfassung
Der Europäische Binnenmarkt fand 1992 seine Vollendung — geschaffen war ein Wirtschaftsblock gigantischen Ausmaßes. Bereits drei Jahre zuvor fand auf der anderen Seite des Atlantiks eine Elefantenhochzeit statt: Kanada und die USA, zwei wichtige G7-Staaten, schlossen den Bund zu einer Freihandelszone auf dem nordamerikanischen Kontinent. Die zwei größten Handelspartner der Welt heben gegenwärtig ihre Zollschranken — jüngst unter Einbeziehung Mexikos.

Eine Freihandelszone zielt im Unterschied zur Zollunion oder einem Gemeinsamen Markt allein auf die Abschaffung tarifärer und nicht-tarifärer Handelshemmnisse ab und beinhaltet nicht die Verfolgung einer gemeinsamen Handelspolitik gegenüber Drittländern in Form gemeinsamer Außenzölle (Zollunion); geschweige denn die Schaffung einer politischen Union (Gemeinsamer Markt).
Beispiele sind vor allem der Ausbau der EG zur EU und zum EWR, die Blockbildung im Asiatisch-Pazifischen Raum (APEC) und in Nordamerika zwischen Kanada und den USA — jüngst unter Einbeziehung Mexikos (NAFTA = North American Free Trade Agreement).
