Zusammenfassung
Es liegt in der Natur der Sache, dass Anpassungsprozesse von Institutionen an sich ändernde systemumweltliche Bedingungen sowie die Frage nach möglichen Regelmäßigkeiten institutionellen Wandels und Lernens ein immer wieder aktuelles Thema sowohl für die Praxis der Politik als auch für die Politikwissenschaft bleiben. Wie stellen sich Wirtschaftsunternehmen und im ökonomischen Sektor agierende Verbände auf die Globalisierung ein? Wie haben Nationalstaaten und Verteidigungsbündnissen auf die Auflösung der Bipolarität im System der internationalen Beziehungen reagiert? Wie ist mit neuen Entwicklungen in der Biotechnologie, mit plötzlichen Ölpreisschocks oder mit der BSE-Problematik politisch umzugehen? Diese Fragen beschreiben nur beispielhaft einige aktuelle, ständig neu entstehende Herausforderungen, auf die es institutionell zu antworten gilt. „Alles ist im Flusse“, das oft bemühte Zitat des griechischen Philosophen Heraklit (ca. 550 bis 480 v.Chr.) trifft gewiss auch auf kollektive politische Akteure des intermediären Systems — vor allem Interessenverbände und Parteien — zu, von denen dieser theoretisch-explorative Beitrag handelt.
