Zusammenfassung
Eine Person, die über Fachwissen verfügt und daraus fachliche Autorität begründet, heißt Experte. Das Wissen (»expertise« genannt) soll ihr Prognosen über Entwicklungen erlauben, unabhängig davon, ob sie diese durch eigene Entscheidungen mitgestaltet oder nicht. Das Ausmaß des Wissens darf nicht allein durch die Menge von Fakten charakterisiert werden, auf die eine Person unmittelbar zugreifen kann. Entscheidender erscheint noch die Güte (das Maß der Problemrelevanz) der Information [McGregor, 1938, S. 203] und die Fähigkeit, die problemgerechte Kombination von Informationen für eine Prognose vorzunehmen.
