Zusammenfassung
Der Aufstieg des entwickelten Wohlfahrtsstaates erfolgte nach dem Zweiten Weltkrieg, als nationale Volkswirtschaften rapide expandierten, ihre Integration in die Weltwirtschaft jedoch — nach der Phase des Protektionismus der 30er Jahre und der Kriegszeit — noch nicht weit fortgeschritten war. Nach außen war die nationale Wirtschafts— und Sozialpolitik eingebettet in das System des „embedded liberalism“ (Ruggie 1982), das auf der Kontrolle des internationalen Kapitalverkehrs, koordinierten Wechselkursen und der Möglichkeit nationaler Handelsbarrieren beruhte. Weil die „exit-Optionen“ von Produzenten, Investoren und Konsumenten nationalstaatlich reguliert werden konnten, verfügten nationale Regierungen über gewisse Handlungsspielräume, die Bedingungen für Investitionen, Produktion, Beschäftigung und Verteilung zu bestimmen, ohne gleichzeitig die internationale Wettbewerbsfähigkeit der heimischen Volkswirtschaften zu gefährden. Zudem bot der Key— nesianismus eine Reihe wirtschaftspolitischer Instrumente, die die zyklischen Schwankungen kapitalistischer Wirtschaftsentwicklung dämpften und es eine Zeit lang erlaubten, sowohl hohe Wachstumsraten als auch Beschäftigungsquoten zu erzielen. Die entwickelten Industriestaaten konnten so die „Große Transformation“ (im Sinne von Polanyi 1957) vollziehen und die ökonomische Effizienz des dynamischen Kapitalismus nutzen, ohne gleichzeitig dessen Krisen und ungleiche Verteilungseffekte hinnehmen zu müssen.
