Zusammenfassung
England und Wales haben seit dem von der Regierung Thatcher 1988 durchgesetzten „Education Reform Act“ eine Flut von Veränderungen im Bildungssystem erlebt, die Qualitätssteigerung und -sicherung von Bildung und Erziehung bewirken sollen. Alle Reformanstrengungen sind seitdem dem übergeordneten Ziel verpflichtet, das Bildungsniveau aller Engländer und Walisen anzuheben, um im internationalen Vergleich vor allem wirtschaftlich besser abzuschneiden: „raising Standards for all“ ist der allgegenwärtige Leitspruch.1
