Zusammenfassung

Trotz der unbestreitbar zentralen Bedeutung lateinamerikanischer politischer Parteien in den (Re-)Demokratisierungsprozessen der sog. Dritten Welle, steckt die vergleichende politikwissenschaftliche Forschung zu Parteien und Parteiensystemen in Lateinamerika noch in den Kinderschuhen (Bendel 1996: 24; Mainwaring 1999: 21–22). Das bisher eher geringe Interesse der Lateinamerika-Forschung an politischen Parteien liegt u. a. darin begründet, dass sich Parteien in vielen mittel- und südamerikanischen Ländern in einer Konkurrenzsituation zu anderen politisch relevanten Gruppen befinden, die ihnen die Vermittlerrolle zwischen den politischen Entscheidungszentren und der Zivilgesellschaft streitig machen. Parteiendemokratien wie wir sie etwa aus den parlamentarischen Systemen Westeuropas kennen sind in den Präsidialsystemen Lateinamerikas eher die Ausnahme als die Regel. Obwohl sich in zahlreichen lateinamerikanischen Staaten erste (Honoratioren-) Parteien bereits im 19. Jahrhundert herausbildeten, konnten sich politische Parteien nach diesem frühen Demokratisierungsschub nur in Ausnahmefallen als zentrale Akteure bei der Gestaltung des politischen Wettbewerbs durchsetzen. Anders als in Europa vollzog sich der Prozess der Ausdehnung des Wahlrechts und der Integration der Mittel- und Arbeiterschichten in den politischen Prozess nicht auf evolutionärem Wege, sondern abrupt und von zahlreichen Rückschritten unterbrochen. Die formale, d. h. (verfassungs-) rechtlich geregelte, Ausdehnung des Wahlrechts ging häufig mit der Differenzierung der Manipulationspraktiken im informellen Bereich einher.
