Abstract
The chapter discusses the trajectory of urban conditions in Brazilian cities from 1960 to 2010, based on data from the IBGE demographic censuses. The study focused especially on information about households and access to urban infrastructure, such as the coverage of water supply services, sewage networks, garbage collection, and electric power supply. On average, urban conditions have improved substantially over time, and there is no question of the reduction of inequalities in access to better urban conditions in a general sense. However, the analysis indicates the persistence of two kinds of problems. Firstly, the data shows obvious difficulties in the provision of certain services, especially sewage networks, still marked by very low coverage. Additionally, there are still high and persistent regional and social inequalities in access to services, when we combine in the analysis the most important metropolitan regions with the social groups that compose them. The Brazilian urban trajectory, therefore, is marked in the period by significant improvements, but with still substantial persisting inequalities.

The substandard classification has an administrative and objective nature: extra pay for census workers assigned to sectors with precarious conditions, since their job is considered more difficult. Therefore, although there is a definition of substandard sector (and entire sectors rather than as households are defined as such) in each census, sectors are classified as substandard before the fieldwork by considering locally available data and financial availability for the fieldwork. For further details on the issue, see Marques et al. (2007) and Costa and Nascimento (2005).

The only study that uses the same methodology over time but does not rely strictly on the substandard classification concerns the metropolitan regions of the state of São Paulo, reproducing the CEM methodology for 2000 and 2010. The results suggest proportional reduction of precarious housing in São Paulo and an increase in the other three metropolitan areas (Marques et al. 2014).
