Abstract
This chapter analyzes the Vietnamese state and the institutional changes that have occurred in the past. There has been significant progress in terms of both strengthening the environmental institutions including empowering the environmental state and establishing think tanks as well as improving the legal framework such as ambitious environmental strategies and frequent revisions of the environmental law. Institutional reformers have been able to constantly advance the institutional capacity by creating the need to constantly respond to the failures in the environmental state with institutional improvements. The advances are reflected in the EIAs, which are discussed in detail.
