Abstract

This chapter is about Chief Theresa Tobin who is the epitome of a police leader as a thinker. She earned her doctorate from the University at Albany (SUNY), one of the most prestigious institutions of higher learning for criminal justice. She has an outstanding career, is a 9/11 first responder, and is highly respected.
