Abstract
This chapter consists of a detailed case study of the involvement of the United Nations and the subsequent deployment of international peacekeepers to East Timor following civil war and regional conflict. The United Nations Mission in East Timor (UNAMET) from June to October 1999 was followed by numerous mission guideline modifications and the deployment of the New Zealand Police to East Timor, later called Timor-Leste. The New Zealand Police implemented “Operation TUITUIA” from 2006 to 2012, which evolved into the New Zealand Police Timor-Leste Community Policing Program. The role of the New Zealand Police in peacekeeping and police reform undertakings will be thoroughly examined.
