Abstract

Any exploitation of health data requires above all exploitable data irrespective of whether they comprise decision-making information, artificial intelligence, or more traditional analyses. This apparent truism has serious implications that must be measured. Data are real raw material on which potential prospects offered by their use depend. Moreover, having a unique national heritage of health data would be a necessary condition for France to become a leader in this field. Although such a condition is probably not enough, it would give France a considerable competitive advantage. However, data that are “poor” or difficult to access constitute an indisputable handicap or could even make any attempt at competition illusory. It is this observation that led the French government to launch the Health Data Hub initiative in the country.
