Aggregation Models and Algorithm for Coordinating the Interests of the Region and Enterprises of the Energy Complex

Abstract

The paper is devoted to the development of aggregation models and algorithm for coordinating the social interests of the region and the economic interests of the enterprises of the energy complex. The most important stage of the approval process is the formation of reasonable options for compromise solutions, which are subject to further discussion. To this end, the concept of a compromise solution is introduced in the context of coordinating the interests of the region and enterprises of the energy sector. The proposed approach to the formation of compromise solutions is based on the representation of the economic system in the sectoral context, which makes it possible to use the available statistical information for its practical implementation. It is proposed to look for solutions using the developed aggregation algorithm for coordinating interests. The algorithm is based on an aggregation mathematical model of minimizing the costs of coordinating the interests of the region and enterprises of the energy complex. The model is an optimization task, the purpose of which is the sum of expenses of the region for the payment of subsidies and tax revenues under-received because of benefits. The constraints of the model describe the main interrelations of indicators of the economic activities of enterprises of the energy complex and the minimum requirements for compromise solutions. The implementation of the algorithm, practical calculations and their discussion with representatives of the authorities and enterprises of the energy complex confirmed the practical significance of the study for management at the state and municipal levels, and also outlined ways of its further improvement.
