Abstract
This chapter introduces readers to the process of decision making as the basis for SYSTEM DESIGN. Decision making is conceived of as an iterative cycle which takes place in the context of an inquiring system whose inputs are subsumed under the label of the epistemology of the inquiring system. The elements of epistemology originate from other inquiring systems and from the paradigm. Design stems from the need to solve a problem. Problem solving is but another decision-making activity of an inquiring system. The decision-making cycle is at the basis of the system paradigm, a fluid methodology which incorporates all the elements of the system approach.
