Abstract
Complex decision situations arise with increasing frequency in modern society, particularly in business and industry. These worrisome problems are not like those that have been treated successfully in recent times by the methods of operations research and quantitative analysis. They are not primarily concerned with the efficiency of an operation or with the redesign of a production process for minimum cost or maximum profitability. They are, instead, involved with the complex workings of open societal systems. They are concerned with questions such as “Do we need another freeway?”; “Where should we locate our new factory?”; “Can we reach a new working agreement with our labour force?”; and “How do we cope with the increasing government regulation of our activities?”
