Abstract
The nation’s number one public health problem? Substance abuse. It maims and destroys lives. Our legal, educational, and health care systems have been unable to solve it. We try to educate about it and legislate against it. However, our health, our families, and our spirit continue to be compromised by substance abuse. The costs? Staggering. Failing prevention, we face the consequences. And those medical, rehabilitative, and law enforcement efforts consume a significant piece of our national budget. The need for effective treatment strategies cannot be overestimated.
