Abstract
July 4th holiday weekend, 1994. Of course! Events like this always occur on holidays or weekends. This crisis combined them both. A mechanical problem at the Department of Veterans Affairs (VA) Medical Center in Syracuse, New York, compromised the ability to pump water into the facility. Hospitals can operate without the electric company—they use emergency generators as backup—but they cannot operate without water. Thus, the medical center had to transfer all of its inpatients to other hospitals.
