Abstract
Historically there has been very little energy policy cooperation at the European level. National policy has been dominated by the need to safeguard supplies by having diverse sources and ensuring the strategic use of domestic resources. Energy policy has been regarded as ‘high politics’ akin to security policy. Since energy is a main factor of production in all economies, its supply is of vital national importance.
