Abstract

Quo Tai-chi (Chinese Vice-Minister for Foreign Affairs):

‘I suppose that we might save the situation in this way by adding the words: “which they expect will be completed in—or not later than—” to the end of the Japanese declaration.’

[Sir Miles passes formula to Shigemitsu Mamoru (Japanese Minister to China) who studies it and passes it back to Sir Miles, who hands it to Quo.]

[Silence.]
