Abstract

The preceding chapters have explored the state of contemporary fiscal theory, to examine the conceptual bases that are available for analyzing the appropriate level and composition of public economic activity. Program budgeting, examined in this chapter, and benefit-cost analysis (Chapter 7) are the operational side of fiscal theory.
