Abstract
This project begins with introductory comments on the need for models that maximise the benefits of e-Education for regions and persons that are not directly benefited at this time. The project also describes the Multicommunicative Education at Universidad Anáhuac del Sur in Mexico and show how Quality of Service Management Policies, specified using the Ponder policy language developed at Imperial College in London can be applied in this environment.
