About the editors
Tony Tung-liang Chiang is Professor and former Dean of the College of Public Health, National Taiwan University. In 1984, he received his ScD in health policy and management from the Johns Hopkins University. Professor Chiang is one of three pioneer architects of Taiwan’sNational Health Insurance, which was inaugurated on March 1, 1995. In 2014-2016, he served as the Executive Director of the Higher Education Evaluation and Accreditation Council of Taiwan.
Sheng-Ju Chan, Professor of Graduate Institute of Education at National Chung Cheng University, Taiwan and serves as Dean for Quality Assurance Office of Higher Education Evaluation & Accreditation Council of Taiwan since 2019. He is the President of Chinese Taipei Comparative Education Society and severs as executive member of the World Council of Comparative Education Societies.
