Zusammenfassungen
Zwar ist das Wissen über Stiftungen in Deutschland ist sehr begrenzt, doch richten sich viele Hoffnungen auf sie. Der Artikel geht der Frage nach, ob Stiftungen tatsächlich „Motoren innovativen gesellschaftlichen Wandels“ und „integraler Bestandteil der Zivilgesellschaft“ sind, wie oft betont wird. Oder sind sie Spielwiesen vermögender Eliten, die ihre Interessenpolitik als Verantwortung für das Gemeinwohl kaschieren? Diese Fragen werden erstens anhand eines Vergleichs mit amerikanischen Stiftungen diskutiert. Zweitens wird den möglichen gesellschaftlichen Funktionen von Stiftungen nachgegangen. Ferner werden die Ergebnisse einer empirischen Untersuchung herangezogen, um zu zeigen, dass der deutsche Stiftungssektor in einen korporatistischen und einen liberalen Subsektor zweigeteilt ist. Das Ergebnis: Nur ein Bruchteil der deutschen Stiftungen sind als innovative zivilgesellschaftliche Akteure anzusehen.
Abstract
The knowledge of German foundations is very limited but much hope is placed with them. The article raises the question whether they actually are “engines of innovative societal change” and an “important part of civil society”, as it is so often maintained. Or are philanthropic foundations mere playgrounds for wealthy elites who conceal their interests by pretending a concern for the common good? Firstly, these questions are discussed with regard to the American foundation sector. Secondly, it will be asked which societal functions foundations may fulfil. Finally, the article refers to an empirical study, which shows that the German foundation sector is divided into a corporatist and a liberal sub-sector. The result: Only a minority of German foundations, however, is able to act as innovative, civil societal actors.
