Abstract
Contrary to what is argued by some social scientists, the Racial Equality Statute is not the result of spontaneous creation. It did not emerge out of a sociopolitical vacuum. It came from a history of fighting for policies to promote racial equality led by black movement groups with the support of allies inside and outside the Brazilian Parliament. The formal purpose of this statute, presented by Afro-Brazilian legislator Paulo Paim (Workers’ Party [PT]/State of Rio Grande do Sul [RS]) was, in fact, aimed at racial equality through legislation, similar to proposals presented earlier by several other politicians, including the former Senator Abdias do Nascimento, a historic black movement activist (Santos 2007; Semog and Nascimento 2006, 115).
