Abstract
Multilevel governance does not apply only to multinational states or the relationship between nations and regions. Also in more unitary states, the concept of multilevel governance captures the relationship between the central state and regional and local authorities like provinces and cities. In fact, studies have shown that relations between central and local governments in unitary states are often not as well structured as their state-centric structures suggest. Local governments, especially large cities, often do much more than implementing national policies in a top-down manner, but often play a key role in the formulation of their own policies as well as influencing the formulation of national policies.
