Abstract
The concluding chapter summarises the findings of this research. First, critically discusses the attempts of empowerment promotion in Mozambique, drawing on the case of the ‘7 Million’ as well as the history of the country. In this regard, it stresses the dialectical dimensions surrounding the 7 Million policy and the context where it was implemented; it also discusses its ‘technical’ and ‘political’ limitations, as well the more general contradiction embedded in the idea of promoting bottom-up empowerment from the top-down. The chapter also highlights the contributions of this study to the literature of peacebuilding and identifies key lessons learned from the analysis of the 7 Million that may be related to other policies that aim at promoting local empowerment.
