Abstract
This chapter describes the complexities of crisis situations, showing how deep uncertainty, threat and urgency pose distinctly challenging impediments to public management. It then pivots to catalogue tools that have been developed in Europe to manage crises. Particular attention is given to the development of administrative capacities applicable to “transboundary” crises that ensnare multiple member states—think of the financial and refugee crises or a major disease outbreak. The text concludes by considering the status of the crisis management literature, both in scholarly terms and, more practically, in relation to the level of knowledge needed to address the complex crises that could assault an ever-more interconnected world in the coming years.
