Abstract
Resolution 1325 on Women, Peace and Security (WPS), adopted by the UNSC in 2000, is considered a watershed in the evolution of women’s rights, resulting from an international liberal solidarist context. This chapter focuses on how the sovereignism of emerging powers contests the liberal practices underpinning the resolution, such as the human security approach, participation of the civil society or accountability mechanisms. This contestation is reflected in the regular Open Debates of the UNSC on WPS, where the Europeans have turned the most vocal supporters of those practices. Building on the analytical framework of this book, this chapter argues that the EU opts for a strategy of protective entrenchment since the undergoing changes clash with the EU’s values and policies.
