Abstract

Jayaraj Amin examines the transformation in the EU’s development cooperation policy—from paternalistic assistance to Economic Partnership Agreements with links to trade, based on principles of equality and reciprocity. Drawing attention to the increased focus of the EU in its development cooperation policy on political values and its versions of human rights, good governance, integration with the world economy, structural reforms, civil society and non-governmental organisation participation, he observes that the EU’s perspective on developmental assistance is at variance with India’s approach, which is based on a different set of values and concerns and a world view in which the autonomy to act is emphasised. He analyses the guarded position of both, which has made further progress difficult, notwithstanding the formal EU–India development partnership.
