Zusammenfassung
Bereits seit der Antike und verstärkt in der Aufklärung gewannen Fragen der Bevölkerungspolitik bei den Gelehrten und politischen Eliten in Europa und den jungen USA an Relevanz. Vor allem Ökonomen und Mediziner entwarfen bedrohliche Szenarien der physischen und psychischen Degeneration und suchten nach Wegen zur langfristigen Gewährleistung optimal leistungsfähiger und resilienter Untertanen bzw. Bürger. Sie forderten staatliche Regulation und Kontrolle über die menschliche Reproduktion, wodurch Sexualität und Geschlechterkonzepte nicht mehr religiös, sondern naturwissenschaftlich erklärt, begründet und v. a. kontrolliert und gesteuert werden sollten. Die Verbindung von normativen Diskursen, Institutionalisierung und Erziehung des Individuums sorgten dafür, dass sich seit der Wende zum 19. Jahrhundert die Grenzen des öffentlich Sagbaren und sozial Machbaren immer weiter verschoben, bis sich Ende des 19. Jahrhunderts die Eugenik als eigene Wissenschaft und soziale Bewegung etablierte – mit entsprechenden Folgen.
