Zusammenfassung
Zahlreiche Forschungsarbeiten haben argumentiert, dass die gemeinsame Nutzung natürlicher Ressourcen nicht notwendigerweise zu einer Übernutzung dieser führen muss. Wenn es den beteiligten Akteuren gelingt, ein gemeinsames Verständnis vom Umgang mit natürlichen Ressourcen zu entwickeln und sich auf Regeln zu einigen, dann können diese nachhaltig genutzt werden. Besonders in Hinblick auf den Klimaschutz ist es gemäß dem Ansatz der polyzentrischen Governance möglich, politische Ebenen unterhalb der internationalen Systeme zu nutzen, um das zugrunde liegende Problem des kollektiven Handelns zu adressieren. Hierbei besagt der Ansatz der polyzentrischen Governance, dass auf unterschiedlichen politischen Ebenen zeitlich parallel verschiedene Maßnahmen erfunden und erprobt werden können, von denen sich diejenigen durchsetzen werden, die die bestmögliche Problemlösung gewährleisten und damit zu Lerneffekten über diese Ebenen und Einheiten hinausführen können. Dieser Beitrag befasst sich mit den verschiedenen Ausprägungen dieser polyzentrischen Steuerungsform in der Klimapolitik und deren jeweiligen Leistungspotenzialen.
